Oklahoma trooper on leave after altercation with ambulance personnel

An Oklahoma police officer is on paid administrative leave, following an altercation with ambulance personnel while they were transporting a patient to the hospital. Trooper Daniel Martin, a member of the Oklahoma Highway Patrol (OHP), was caught on video by his police vehicle’s dashboard-camera in a physical struggle with paramedic Maurice White, Jr. after Martin pulled the ambulance over. Martin had previously passed the ambulance while en route to another call, but came back and pulled over the ambulance. The incident occurred on May 24, and footage from the police dash-cam was released following a tort claim filed by paramedic White.

It has also been suggested that the previous call had in-fact been to pick up his wife from a police station who was then present in the car during the incident between Martin and the ambulance.

Footage by the OHP released Friday shows the ambulance personnel repeatedly informing Trooper Martin that they have a patient in the back of the ambulance that they are in the midst of transporting to the hospital. Martin yells at the ambulance driver for making what he claims was an obscene gesture – the ambulance driver asserts he raised both hands signalling confusion at the police officer’s actions. Trooper Martin can be heard telling the ambulance driver “I’m going to give you a ticket for failure to yield, and when I go by you saying ‘What’s going on?’ you don’t need to give me no hand gestures now, I ain’t going to put up with that [expletive], do you understand me?”

The video from the police dash-cam is eight minutes long, and paramedic White can be seen twice being pushed up against his ambulance by Trooper Martin. In one instance, Martin shoves White up against the ambulance while gripping his neck tightly with his other hand. In a written statement, paramedic White described the hold placed on him by the Trooper, stating “he engaged my trachea in a claw-like grip digging his nail into my neck while partially shutting off my air supply.”

[Paramedic Maurice White, Jr.] never once became aggressive to that trooper.

The sister of the patient in the ambulance, Clara Harper, was following the ambulance and witnessed the incident. Harper later viewed the footage from the police dash-cam, and she stated to Tulsa World paramedic White “never once became aggressive to that trooper.” She asserted that “He did nothing wrong.” After the ambulance was allowed to continue transporting the patient to the hospital, Harper got into the ambulance to be with her sister. “She was scared, and I was trying to calm her down and telling her everything was going to be all right,” said Harper.

My biggest concern was for the patient. If there’s any nightmare from this, it’s because of what that mother, that patient, had to go through.

Paramedic White was interviewed by KOKI-TV, and recounted his thoughts as the incident was taking place. He stated his main concern was for his ambulance patient: “It was surrealistic because I’ve never had such an experience. My biggest concern was for the patient. If there’s any nightmare from this, it’s because of what that mother, that patient, had to go through.” White’s attorney told KOKI-TV that if White deemed the arrest to be unlawful, he had the right to resist it. White is a paramedic for Creek Nation Emergency Medical Services in Oklahoma. He told FOX News he was surprised at the actions of the police trooper. “He’s taken an oath, just as I have, to protect and serve. I could not believe that this was happening,” said White.

The Oklahoma Department of Public Safety decided to release the police dash-cam video publicly after amateur video of the incident was posted to the video-sharing website YouTube. Captain Chris West, spokesman for the OHP, explained why the video was not released earlier. “We’ve been well aware of the fact that this incident has drawn enormous attention, but made the decision to protect the integrity of the investigation, any and all relevant evidence, as well as the rights of the department employees,” said West. Prior to the release of the dash-cam video, a relative of the patient had posted video of the incident to YouTube. The son of the ambulance patient can be seen in a video stating to the camera “Highway patrolman pulled over my mom’s ambulance because he’s mad we didn’t pull over, and he tried to arrest … the EMT from taking my mother to the hospital.”

One man is there protecting a patient and one man is there abusing his authority and throwing his weight around.

Richard O’Carroll, the lawyer for paramedic White, said that Trooper Martin abused his authority as a police officer. “Everything on this needs to relate back to why are we here? One man is there protecting a patient and one man is there abusing his authority and throwing his weight around,” said O’Carroll. White’s attorney filed a tort claim on behalf of his client in order to get the video of the police vehicle’s dash-cam released. Trooper Martin’s lawyer says he did not realize a patient was in the ambulance at the time of the incident.

O’Carroll explained the decision of paramedic White not to use sirens while transporting his patient to the hospital: “There was a reason he wasn’t running sirens. There was a suggestion of chest pains and a heart condition and sirens aggravate these conditions by increasing the blood pressure.” However the attorney for Trooper Martin, Gary James, said that the ambulance was not exempt from regulations because it did not have its sirens on. “If they’re not running their sirens or lights, they don’t get afforded any emergency vehicle exemptions,” said James. The OHP chief is handling an internal review into the incident. As of June 1, Trooper Martin has been on paid administrative leave.

Japanese detain two anti-whaling activists, deny abuse claims

Yesterday at 6:00 UTC at 60° S 78° E , a Japanese whaling ship detained two Sea Shepherd Conservation Society activists in the Southern Ocean. Japan’s Institute of Cetacean Research (IRC) deny Sea Shepherd claims that they have been abused. The Japanese government has assured the Australian Government the release of the men.

According to the conservation agency Sea Shepherd, Australian Benjamin Potts, 28, a helicopter assistant, and Briton Giles Lane, an engine room worker, were detained on board a Yushin Maru No. 2 after delivering a letter asking the ship to exit Antarctic waters .

Captain Paul Watson of the Sea Shepherd’s vessel, Steve Irwin, said that the Japanese “tried to throw them overboard, then they tied them to a bulkhead and were beating them”.

He alleged that the men were tied to the radar masts before being brought below deck after which the men were not seen. Sea Shepherd’s international director, Jonny Vasic, claimed that they were “basically strapped by the arms with zip-ties and tied with rope around their chests” for 2½ to three hours.

The captain said he was surprised as he expected Japanese whale ships to treated his men more decently.

“We are concerned but I know the Australian and British governments are in touch with the Japanese government.”

Sea Shepherd said it has photographic evidence that the whalers were abusing the men.

However, the Japanese ship refuted the allegations.

“Any accusations that we have tied them up or assaulted them are completely untrue,” Director-general of the IRC Minoru Morimoto said in the press release, “It is illegal to board another country’s vessels on the high seas.”

Detaining the activists was the “only way”, he said. “You couldn’t have them running around the deck not knowing what they’re going to do.”

He said that the activists were making attempts to entangle the screw and were throwing bottles of butyric acid, as rancid butter, onto the deck of the vessel before boarding the vessel. Mr Watson has confirmed this and said that they were to act as a stink bomb but their actions were still peaceful.

Hideki Moronuki, the chief of the whaling section of The Fisheries Agency of Japan, claimed that “nobody took violent action against the two illegal intruders”.

Mr. Moronuki said that they were treated “very, very humanely” and were provided with “a warm, delicious hot meal”, “[a] warm, nice bath” and “[a] nice bed with clean white sheets”.

Australian foreign minister Stephen Smith said that the Japanese government promised him the release of the men late yesterday night.

“Late last night I was advised the Japanese had agreed to this and they had instructed the relevant whaling ship to return the men to the Steve Irwin,” he told ABC radio.

Mr. Moronuki said the “two illegal intruders” will not be released by the vessel’s captain until “Paul Watson has accepted the conditions of the safety of the Japanese vessel”. He said he knew nothing of the comments that the Japanese government agreeing to release the men.

Mr. Watson said the Japanese were “[holding] hostages and make demands” and were acting like “a terrorist organisation”. A press release said Sea Shepherd “will not negotiate with poachers and demands that the Japanese whalers release Benjamin Potts and Giles Lane as soon as possible”.

Mr. Watson said he would not send a zodiac to collect the men as requested in an email because it “endangers the life of the crew, to put them out in these waters in a small boat, 10 miles out of view”.

On Sky TV, IRC spokesman Glenn Inwood said Sea Shepherd were “not answering phone calls or emails at this stage” to take advantage of “fair amount of media coverage” but they were “still making attempts to contact them”.

An Australian Federal Police spokeswoman said that Sea Shepherd made a police report at around 7:00 UTC.

Wikinews attended the Bangalore Comic Con comic-book convention on Saturday. Beginning on Saturday morning, it continued through to Sunday. Organised by Comic Con India, who organised Comic Con in Hyderabad in October and Mumbai in November, this event was held at Karnataka Trade Promotion Organisation (KTPO)’s convention hall. Wikinews spoke to convention guests Sailesh Gopalan and John Layman.

Freelancer comic book artist and illustrator Scott Hampton, known for sketching Batman, Black Widow, Sandman, Hellraiser and Star Trek, was among the featured guests at the convention. Along with him, professional cosplayer Tabitha Lyons, who dressed up like DC Comics’s Wonder Woman on Saturday; freelancer comic book writer John Layman, writer of Chew, published by Image Comics; creator of Zen Pencils Gavin Aung Than; and creator of Brown Paperbag comics Sailesh Gopalan also attended the event as special guests.

The event started at 11 AM IST (0530 UTC). Crossing between the genres of science fiction, horror, anime, fantasy and comics, the event sprawled throughout all corners of the facility. Marvel Zone, Amazon Video zone, AXN Live RED Special Session, Star Wars’ Last Jedi zone and OnePlus smartphone zone attracted large number of audience. OnePlus, who were one of the sponsors of the event, had an exclusive launch of their new smartphone OnePlus 5T Star Wars, limited edition at about 5:30 PM. Marvel, Star Wars and AXN Live RED zones had quizzes about the Marvel Cinematic Universe, Star Wars, and the Sherlock Holmes TV series. Most of the Marvel questions were about the upcoming live action movie Black Panther.

Holy Cow entertainment launched latest issues of their comics Age of Immortals and Caster. The Comic Con panel included sessions with Sailesh Gopalan about webcomics, Zen pencils creator Gavin Aung Than, as well as Scott Hampton. Focusing on Indian mythology, Indian comic book publisher Amar Chitra Katha conducted a quiz, and asked questions like, “Who was the mother of Nakul and Sahdev?” from the Mahabharat. After the quiz, people dressed as Stormtroopers, soldiers from Star Wars, took the stage, for the launch of the limited edition of OnePlus 5T Star Wars.

Before the cosplay contest, there was a performance by East India Comedy’s stand-up comedian Sahil Shah. Despite some of the audience being juveniles, Shah cracked some adult jokes, and used cuss words. After a joke about professor Utonium from The Powepuff Girls “making girls in his basement with a secret recipe”, he asked the audience rhetorically if Indian chef Sanjeev Kapoor shared the recipe on his show. He said he had presented the same joke in Delhi, but people did not get it, hinting about the sex ratio. He later added “it was because I said in English”, a comment towards Delhi’s literacy rate. However, Shah told the Bangalore audience in Hindi. Some other jokes stereotyped certain ethnic groups, and classed of the Indian society, discussing the cussing habits of people in Delhi and comparing it with that of Mumbai. He also made fun of US president Donald Trump, saying “the Americans voted for an orange alien”.

After Shah’s performance, the cosplay contest started, with about 280 people registering for the competition in five categories including comics/graphic novels, movies/television shows, gaming, anime/manga and science fiction/fantasy. The winner of cosplay competition is to represent Bangalore in the upcoming National Indian Championships of Cosplay, along with ?50 thousand (about €650) prize money. Cosplayers dressed up like Spider-Man, Deadpool, Elektra, Iron Man, Bruce Banner, Black Panther and Loki from Marvel Comics; Katana, Batman, Robin, Wonder Woman, Harley Quinn, Scarecrow, Bane and Joker from DC Comics; Harry Potter, Hermione Granger and Luna Lovegood from JK Rowling’s Harry Potter series; Mad Hatter and Red Queen from Alice in Wonderland; Sadness from Pixar’s Inside Out; Blastoise – a Pokémon; Calvin and Hobbes; Naruto, Sasuke Uchiha, and Kakashi Hatake from Naruto manga; Vegeta and Gohan from Dragon Ball Z anime; Sherlock Holmes from the TV series adaptation; V from 2005 movie V for Vendetta, Maleficent, a character from Sleeping Beauty; and more.

The event finished at 8 PM.

21-year-old man sexually assaulted in New Zealand

A 21-year-old New Zealander, who has not been named, was sexually assaulted by another man early yesterday morning (NZDT) in Wellington, New Zealand. The New Zealand police have described the sexual attack as “prolonged and terrifying”.

The man was first threatened with a weapon at a shopping center located in Riddiford Street, Newtown, Wellington and was then forced into a dark and isolated carpark where the sexual attack occurred.

Detective Sergeant Zane Smith, said that they have been given a very good description of the attacker and with that description have released an identikit picture. The attacker is a male M?ori aged between mid-20s and early 30s, measures around 1.8 metres and has a solid build. The most identifiable feature is a M?ori tattoo located on his chin. The attacker was also wearing a ‘50 Cent‘ green hooded top, faded black baggy jeans and was wearing sneakers coloured red and white.

The attacker has still not been found and police are asking for anyone who may have been in the Riddiford Street shopping centre between 2:00 a.m. and 3:30 a.m.

CCTV (closed-circuit television) cameras are being examined.

U.S. FDA advisory committee votes to grant Emergency Use Authorization to Moderna coronavirus vaccine

Capping a nearly year-long effort, the U.S. Food and Drug Administration (FDA) granted Emergency Use Authorization (EUA) of Moderna’s mRNA vaccine against SARS-CoV-2, the virus that causes Coronavirus Disease 2019 (COVID-19), after the agency’s Vaccines and Related Biological Products Advisory Committee (VRBPAC) voted yesterday 20-0, with 1 abstention, that the benefits of the vaccine outweigh its risks.

This comes less than 1 week after the FDA granted emergency use authorization to a similar vaccine made by Pfizer and BioNTech.

During yesterday’s deliberations, the advisory committee discussed plans to unblind participants in existing clinical studies, and considered whether scientific integrity requires placebo control of continuing studies. One possible solution that was discussed is a blinded crossover design. An additional research question is how to study whether vaccines protect against asymptomatic transmission. The committee member who abstained from the final vote said that expanded access would be better than emergency use authorization. Generally, the FDA adheres to the recommendations of its advisory committees, with only rare exceptions.

The Pfizer/BioNTech and Moderna mRNA vaccines are the first two of their kind: they contain ribonucleic acid (RNA) encased in lipid nanoparticles. The nanoparticles deliver the RNA to cells in the body of the person receiving the vaccine. Ribosomes, which are parts of all cells, then translate the RNA into spike protein which then produces an immune response.

The emergency use authorization of a second vaccine comes as a welcome addition to the first, since no one single company can make enough vaccine for every person in the world (5–8 billion doses will be necessary for herd immunity depending on whether the vaccines prevent asymptomatic transmission or not). Also, the Moderna vaccine must be stored at -20°C (-4°F) which, while very cold, is easier to attain than the -70°C (-94°F) ±10°C required for storage of the Pfizer/BioNTech vaccine which requires vast quantities of dry ice and special, ultra-low-temperature freezers.

In the United States, the first shipment of each vaccine (for example, 3 million doses of the Pfizer-BioNTech vaccine) will be reserved for health-care workers and nursing homes. Pfizer expects to manufacture 20 million doses of their vaccine in time to be administered this year, and 100 million by March. After nursing-home residents and health-care workers, the next people in line to receive the vaccines will be those over 65 years of age and those with significant co-morbidities and risk factors, and some essential workers. The general public in the United States can expect to have vaccines available in their doctors’ offices or pharmacies later in the spring of 2021.

The vaccine is designed to be taken twice; the second dose of the Moderna vaccine should be administered 4 weeks after the first. The second dose of the Pfizer/BioNTech vaccine should be administered 3 weeks after the first, and people should take the same brand twice.

The legal authority for emergency-use authorization is in section 564 of the Federal Food, Drug, and Cosmetic Act. An EUA is less than a full approval, and represents a determination by the FDA that

  • The disease must be serious or life-threatening.
  • The vaccine may be effective to prevent, diagnose, or treat the disease.
  • The known and potential benefits of the vaccine outweigh the known and potential risks of the vaccine.
  • No adequate, fully-approved, alternative product is available to prevent the disease.

The vaccine development process normally takes 5–20 years, but scientists developed the new vaccines in record time by building on their experience with SARS and by performing many of the development, manufacturing, and testing steps in parallel.

COVID-19 is a respiratory and hematologic disease caused by SARS-CoV-2, a positive-sense single-stranded RNA virus believed to have originated in bats. The virus typically causes a cold-like or flu-like illness, but illness severity ranges widely from no symptoms at all to death, and it is very contagious. Although many cases are asymptomatic (50% of all transmission is from asymptomatic and pre-symptomatic persons), the disease has killed over 1.5 million people (294,874 of whom are in the United States) in only a year.

Donald Trump had directed the FDA commissioner to issue the EUA for the first (Pfizer/BioNTech) vaccine by the end of the day on Friday, December 11. Researchers continue to test 63 different vaccines against the coronavirus on humans.

U.S. Senate debates raising national debt ceiling

The U.S. Senate is debating the 2007 budget this week, dealing with, among many things, controversial issues such as the oil drilling in Alaska, raising the national debt ceiling, and an amendment that would fund $1.5 million dollars to veterans’ health-care. The Senate is also considering budget measures over an amendment that would increase funding for local and state law enforcement to combat methamphetamine.

The national debt ceiling is supposed to prevent the U.S. public debt from growing to excessive amounts. If the national debt grows to reach beyond a previously budgeted ceiling level, branches of government are shut down and provide only limited services. The shut down force a reduction in spending. The measure is meant to prevent excessive amounts of national debt from occurring. Rather than letting the level of national debt approach that ceiling, it is typical practice within the U.S. Congress to raise the national debt ceiling annually.

The $781 billion increase asked for this year is the fourth hike request in the last five years. Bush administration budgets have pushed debt ceiling increase request to a level of 46% higher over five years, a $3 trillion increase.

Senator Judd Gregg, Budget Committee Chairman, argued in favor of increasing the ceiling, citing growths in the economy under the Bush administration. Kent Conrad, ranking Democrat member of the Budget Committee, rebutted that the economy has not been recovering as well as it has been after World War II and six other similar recovery periods, and that the economic period after World War II averaged 3.2% in growth.

India set to install panic buttons on buses to combat sexual assault

The Indian Government announced on Wednesday they will issue a notification to ensure all buses are fitted with panic buttons to prevent sex-related violence occurring on buses in India. The motion was introduced by Road Transport and Highways Minister Nitin Gadkari. Installation of the buttons is set to become mandatory on June 2.

Tests are under way on 20 buses running from Rajasthan to New Delhi. Buses are to have panic buttons, a GPS-enabled vehicle tracking device, and CCTV cameras. The new buttons are located at the front doors and when pressed, a police control room has the ability to view live footage recorded inside the bus.

Last month, the government announced that as of 2017, mobile phones can’t be sold in India without a panic button. With the press of a single key, the panic button alerts emergency services that assistance is required.

Since a fatal sexual assault three and a half years ago on a bus in New Delhi, accompanied by increased rates of sexual assault, the government has been pressured to help women avoid the dangers of sexual assault. The bus sexual assault three and a half years ago resulted in India-wide protests, and laws regarding sexual assault were overhauled.

According to India’s National Crime Records Bureau (NCRB), in 2014 New Delhi reported 1,813 rapes, more than any other Indian city. In more than 80% of rapes across India, the victim knew the rapist. In data from 2013, the rapists in 539 cases were parents, in 2,315 cases other relatives.

In 2012 the NCRB said the country had 24,923 reported rapes. However, this number grew over the following year, with 2013 seeing 33,707 reported.

In 2013, NCRB said New Delhi saw 1,636 rapes reported, with an Indian average of 92 women per day. The New Delhi cases alone account for more than four per day.
