Yesterday, Poland-born German football player and Galatasaray S.K. forward Lukas Podolski announced retirement from international football.
Debuting internationally in 2004, Podolski has won 129 international caps, Germany’s third all time most capped player after Lothar Matthäus and Miroslav Klose. 31-year-old Lukas Podolski is the third top-scorer for Germany, netting 48 goals.
Four years ago, Podolski became the youngest player to make 100 international appearances for Germany aged 27 years 13 days. He was part of the German squad for the UEFA Euro 2016 tournament in France making his final appearance for Germany against Slovakia which was his seventh major tournament.
Podolski won the 2014 FIFA World Cup in Brazil. Podolski was awarded Best Young Player in the 2006 FIFA World Cup, hosted in Germany. Podolski said, “I feel like my focus has shifted […] My time is over […] I arrived in Germany as a two-year-old boy with basically only a football under my arm and am now a world champion. That is more than I could ever have dreamt of.”
German football manager Joachim Löw said, “Just like Basti [Bastian Schweinsteiger], Lukas was always a constant for me. We have always relied on him and still do to this day. Yesterday, England’s transport secretary, Grant Shapps, announced that from June 15, wearing a face covering would become compulsory while riding public transport in England. The measure, addressing the spread of the SARS-CoV-2 coronavirus, would apply to people using public trains, buses, aircraft, and other modes.
Shapps announced the measure at the UK Government’s daily coronavirus briefing. He said it would be “a condition of travel” and “surgical masks[…] we must keep for clinical settings” so the general public should use “the kind of face covering you can easily make at home.”
Those who violate the guidelines could be subject to a fine under National Rail Conditions of Travel and the Public Service Vehicle Regulations for Buses, as well as being denied from traveling.
The measure would except very young children, disabled people, and those with breathing difficulties.
Train drivers’ trade union Aslef general secretary Mick Whelan commented, “We have been working closely with the government to ensure that agreed increases in services on Britain’s train, and Tube, network is done in a safe and controlled manner – to help spread [the travellers], and maintain social distancing – for the safety of passengers and staff[…] The instruction to wear face coverings to help prevent the spread of the coronavirus will ease the concerns of people travelling, and working, on the transport network.”
The general secretary of the RMT union (National Union of Rail, Maritime and Transport Workers), Mick Cash, said the measure was “nowhere near enough.”
The June 15 planned date of the introduction of the measures is the current expected date for the reopening of non-essential retail stores.
England would be the only country in the United Kingdom to have these measures put in place. Wales have made no recommendation regarding face covering. Northern Ireland has suggested people “think about” it in situations where they cannot apply social-distancing.
Scotland First Minister Nicola Sturgeon said a compulsory introduction of face coverings could be “inevitable” and that she was considering it.

The central government of Taiwan’s attempts to remove symbols referring to Chiang Kai-shek from the Chiang Kai-shek Memorial Hall, have led to a major debate between the Pan-Green and Pan-Blue coalitions and the public. The Ministry of Education wants to remove the title from the “Gate of Great Centrality and Perfect Uprightness” along the Hall. Chiang Kai-shek of the Kuomintang (part of the pan-Blue coalition) was the leader of the national government from 1928 to 1975, and the Hall was built as a Memorial after his death.
Officials from Taipei City Government and Pan-Blues firmly opposed the plan, but relatives and survivors from the 228 Incident (a Taiwanese uprise that started on February 28, 1947 that was violently suppressed by the Kuomintang government under Chiang Kai-Shek) and Pan-Greens are in favor.
In fact, members from “League of Redress White-terror in 1950’s” claimed in a press conference: “The slaughterer [referring to Chiang Kai-shek and relatives] should admit and apologize for his faults so that we can consider on forgiveness,” and stressed: “DAMN IT! Why is the public still supporting the slaughterer and autocrat? How can an autocrat’s virtues be eulogized? The public in other countries can trace on the truth from history and jury for the slaughterer, why can’t it be so in Taiwan?”
The debate has become a topic in the 2008 Taiwanese Presidential elections. Kuomintang Candidate Ying-jeou Ma said: “If I win this election, I’ll put the title back!” After the current President of the Republic of China Shui-bian Chen heard those words, he replied: “Did he mean on Lian-ying Li‘s?” But the Vice President Annette Lu said: “Depend on what Frank (Hsieh) will say.”

The sport was created in 1946, exclusively for people with a visual disability and, designed to help with the rehabilitation of veterans returning from World War II. Play in the Paralympics consists of two twelve-minute periods, with a three minute break between halves. Players are blindfolded to ensure all are equally visually handicapped on-court; and, the game can be stopped to ensure goggles are properly fitted. Standing in front of a long goal, they throw the ball at the opposition team’s net who in turn try to block it by listening to the ball, which contains a bell, and using their bodies to prevent the ball from going in. The audience is asked to remain silent during play.
Australia went into their match against the US having lost 1–3 to both Japan and Canada. They have one game left to play at the London Paralympics against Sweden, who have lost 1–5 to the United States, tied Japan 0–0 and beaten Canada 2–1.
((Laura Hale)) You guys weren’t expecting to qualify. The APC [Australian Paralympic Committee] has been developing you [the team, for Rio]. Are you happy with the fact? Do you feel prepared for Rio?

Tyan Taylor: Yes, the APC’s, for us, [planned] development for Rio. That’s what they have as the goal, to make us qualify for Rio. So it was a bit of a spanner in the works when we qualified for London; but, it’s been a massive experience here for us and we have stepped up from qualifying in Sydney in November to where we are now, to God know where we’re going to be for Rio. We are all pumped and excited for our team just to keep developing.
((WN)) Two of you were dating, or involved with, men on the national team. Were they here to watch you?

TT: Yes! We’ve got some of our Aussie men as supporters in the crowd. Meica’s husband and Nicole’s husband as well. And we have our first mate Robbie, he’s also part of the men’s team. They’ve been with us and they’ve been supporting us since pretty much the start, so we’re doing it on behalf of them as well.
((WN)) I know that some of your players look shattered, but do you guys feel the importance? You’re the first Australian team to actually qualify on your own to enter the goalball programme.

TT: Yeah! I mean, some team members tried qualifying for Beijing, unfortunately we were unsuccessful. So, I think, some of us having only played the sport for three years and to qualify for London is just a massive achievement. We are grabbing every opportunity that we can, and putting everything on the table for each game.

At the Pavilion of Taiwan Automotive Research Consortium during the AutoTronics Taipei 2008, in Taipei Time, the Next Consortium of Industrial Technology Research Institute (ITRI) unveiled a brand-new environmental-concept vehicle named “RoboScooter”. It was jointly designed by the Creativity Lab of ITRI, SYM Motors, and the Media Lab of Massachusetts Institute of Technology. This announcement was approved by industrial, governmental, and academical executives, but not just in Taiwan.
The ability for R&D to manufacture the electronic vehicles and bicycles was concerning to several automobile-related industries. There was concern not only from several trade shows, but also international competitions related to the design after winning several prizes back in Taiwan to establish the industrial position and brand image of “Made in Taiwan”. Since several industries like automobile are transformed to high-value industries, “creativity” progressively became a key element before unveiling any new products.
As of this sector, Wen-jean Hsueh (ITRI Creativity Lab General Director) hoped companies could do proper transformations on its R&D nature from “Made in Taiwan” to “Created in Taiwan” for best practice. This not only echoed “OBM” theory discussed at 2007 Taiwan Brands’ Trend Forum but also blended with a key element of production – “creativity”.

A report published today by the Equality and Human Rights Commission (EHRC) finds that, in many cases, England’s home care system breaches the human rights of the elderly it is supposed to serve. The Close to home: older people and human rights in home care report is the result of a twelve-month investigation into care generally provided by local authorities.
Approximately half of those receiving home care, plus friends and family, providing evidence to the inquiry were satisfied with the quality of care provided. However, the report stresses that there are “systemic problems” arising from “a failure to apply a human rights approach to home care provision”. The report asserts that it is generally not the fault of individuals providing care, but serious problems exist as local authorities seem unaware of their obligations under the Human Rights Act and fail to commission, procure, and monitor care accordingly.
The report says articles two, three and eight of the European Convention on Human Rights are frequently being breached. These, respectively, cover an individual’s right to life, protection from inhumane and degrading treatment, and respect for dignity and personal independence. Criticisms include that care is not provided in a common-sense manner, and funding of care for the elderly is at lower levels than for younger people with similar problems and needs.

The EHRC’s investigation highlights a range of recurring complaints and attempts to identify the underlying causes; cost is repeatedly mentioned, with use of the private-sector leading to some local authorities offering a “one size fits all” service leaving many elderly feeling they are “a task to be undertaken” and have “little or no choice” as to help received, or when care workers visit. A failure to invest in care workers is noted, with significant responsibility and the wide range of skills required being rewarded with low pay and status; this, the report states, adversely impacts staff retention and, a high turnover of care workers can put the security of care recipients at-risk.
Within the wider investigation, a commissioned independent social report by The Arndale Centre conducted in-depth interviews with a cross-section of 40 elderly individuals receiving home care. As-stressed in the report, those selected were not on the basis of good, or bad, experiences with their – mainly local authority-provided – care. It highlights a widespread feeling amongst those interviewed that they are treated “like a number”, and that aspects of the care provided lead to, or fail to resolve, feelings of social isolation.
The Manchester-based Arndale Centre report concludes that, “[t]he general picture is of a wider home care system in which older people are noteffectively involved: which they do not understand, and which does not often make the extra effort required to involve them in ways tailored to their state of health and other needs”.

A recurring theme in the responses of those interviewed is the social isolation that their home care is not adequately addressing. One male interviewee in his seventies who previously used a scooter to get about said in his interview, “I haven’t been out of the house now for about four weeks. I daren’t. The last time I went out on the scooter I hit the kerb and it frightened the living daylights out of me.” Another, an 85-year-old woman who lives alone, expressed sadness at her inability to do normal things, “I would love to go to town to do some shopping. I haven’t been to town for about two years… Wander round the town and have a cup of tea… I’d love that.”
The social isolation many elderly experience was summed up neatly by another woman in her eighties in her interview: “When you go now, I will maybe not talk to anybody till tomorrow; maybe the whole of tomorrow nobody to talk [to]… face to face. Nobody will knock on that door, that is it, a life of isolation.”
The EHRC, having commissioned this report in the face of funding changes and reform of the care system, intends to press for legislative changes to ensure those receiving care at home are given the same protections under the Human Rights Act as those in residential care. In the conclusions of their report they offer to work with, and support, local authorities in understanding and delivering care that respects peoples’ rights and dignity; and, recommend better guidance as to the choices available to the elderly, and their families, be made available.

Radiation at Japan’s damaged Fukushima Nuclear Power Plant yesterday spiked to lethal levels around a leaking tank. Today the national Nuclear Regulation Authority (NRA) said contaminated water may be pumped into the sea.
Tanks holding contaminated water at the site continue to leak; operator Tokyo Electric Power Company (TEPCO) says up to 300 metric tons may have leaked from one tank alone. Radiation at that tank soared to 1,800 millisieverts per hour yesterday, a rate lethal to an exposed human in about four hours. Japanese law says nuclear workers cannot be exposed to more than 50 millisieverts in a year.
TEPCO says other locations at the plant have readings of 70–230 millisieverts per hour. Waste water totalling more than 300,000 tons has already been collected at the site; more is being stored at a rate of 400 tons per day. An unknown quantity of radioactive groundwater is flowing into the sea.
NRA boss Shinichi Tanaka told a press conference today that stored water may be pumped into the Pacific after treatment to reduce contamination to within legal limits. “I’m afraid that it is unavoidable to dump or release the water into the sea,” he said, adding “careless management” was being applied to the water by TEPCO.

TEPCO first noticed a leak at the now-deadly tank in July but said it was minor and the NRA gave it a level one “anomaly” rating on the seven-part international scale. Last week that was raised to “serious incident”, level three, after TEPCO said up to 300 tons of water had leaked. The exact amount is unknown as there is no gauge to measure levels inside the tank and TEPCO staff had said water levels in the tank had remained constant.
Last week levels under the tank, where lost water is thought to have seeped into the ground, stood at 100 millisieverts per hour, and another at the facility had a level of 70 millisieverts per hour. TEPCO found another leak yesterday in a pipe between coolant tanks. Highly radioactive material was dripping out, but TEPCO says the leak is now fixed. Monitoring at the site has been increased since the original leak’s discovery two weeks ago.
Around 1,000 tanks are used to store water from the power plant’s coolant system, which was contaminated when three reactors melted down after a tsunami in March 2011. Around 160,000 people were evacuated in the worst nuclear disaster since 1986. Tanaka said “The situation at Fukushima is changing everyday… The accident has yet to be settled down.”
The new radiation involves beta rays, TEPCO said, which can be stopped with a sheet of metal. Water treatment has extracted caesium from the tanks but other radioactive elements remain. TEPCO’s equipment to remove other contamination is out of action due to filter corrosion after a few months of operating, but the government has demanded it be returned to service this month.
None of the tanks have monitoring equipment and TEPCO’s initial procedure involved two employees manually checking each tank over a two-hour period. Since the tank was found to be leaking the total monitoring staff has increased from ten to 60, and patrols are carried out four times a day instead of twice a day.
Prosecutors brought criminal charges against TEPCO and government officials including then-Prime Minister Naoto Kan for their handling of the crisis formed after the tsunami. Daily newspaper Sankei Shimbun today claimed all charges, brought after local residents complained, were to be dropped. Sankei Shimbun suggests a formal announcement may come within days.
Kansai Electric Power today began shutting down one of only two reactors still generating power in Japan, reactor #3 at Oi Nuclear Power Plant, for mandatory inspection. The other, Oi’s reactor #4, is to be permanently switched off this month. When the accident began nuclear energy supplied a third of Japan’s power requirements, but in the aftermath of Fukushima the nation has switched to fossil fuels.
